Confucius College to debut in London

April 9 - The world's first commercial Confucius College held its signing
ceremony recently in London.
China's renowned Tsinghua University will cooperate with the London
School of Economics and Politics to jointly operate this tertiary
institution.
HSBC initiated the foundation of this new kind of college. It will
welcome medium and top-level administrative personnel from British
business, and aims to teach them Chinese, as well as Chinese culture,
economics and law.
The headquarters of the Confucius College is in Beijing. There are 54
Confucius Colleges located in 28 countries.
Confucius, or Kongfuzi, was a famous Chinese thinker, educator and
philosopher, whose theories have had a significant influence worldwide.

China solved 6,700 IPR infringement cases in 5 years

Chinanews, Apr.4 - China's Ministry of Public Security revealed today
that China's pubic security authorities solved a large number of
intellectual property rights (IPR) infringement cases which involved 3.5
billion Yuan (US$437.5 million) from 2000 to 2005.
According to the ministry's statistics, China's public security organs
uncovered over 6,700 IPR infringement cases involving 3.5 billion Yuan
from 2000 to 2005, arrested more than 9,300 suspects and smashed a batch
of transnational, trans-regional criminal networks.
At the same time, according to regulations in China's Criminal Law, a
large number of cases gave punishment based on the crime of illegal
business operation and the crime of sale of counterfeit and inferior
products.
The Ministry of Public Security said that China is strengthening
international cooperation on law enforcement and joining hand with
overseas institution and relevant international organizations in
information exchange, case investigation, judicial assistance and other
aspects. China has successfully carried out some joint law enforcement
campaigns such as "Operation Spring" and "Transoceanic Action," pulling
down a batch of transnational criminal networks.

In the spring time of March, Wuhan's East Lake Park opened its Cherry
Blossom Festival. During the festival, the park organized on its Moshan

cherry trees were set up colored lamps of various touches, which
complimented cherry blossoms with colorful lights and added a touch of

A busy political season for NPC&CPPCC delegates

Chinanews, Beijing, Mar.14 �C The ten-day annual session of the National
People's Congress (NPC) and Chinese People's Political Consultative
Congress (CPPCC) ended on Tuesday. In the past, people used to say that
the annual session was just a show case for delegates to run through some
routine political procedures. For NPC delegates, they might merely raise
their hands to approve proposals and for CPPCC members, they would only
applaud to support those proposals.
This year's annual session, however, might be viewed as a busy political
season for NPC and CPPCC delegates who made numerous suggestions to the
state, and tried to learn emerging concepts such as "building a new
socialist countryside", "environmental friendly society", and "an
innovative nation", etc. Delegates also urged to make a lot of amendments
in the government work report.
For the first time, grassroots NPC delegates attended press conferences
to brief reporters of what they had done during the annual session. From
time to time, delegates gathered together to discuss all those proposals.
Some delegates commented that the NPC Standing Committee carried the
"people-oriented" principle fully to details this year.
Political observers noticed that the NPC annual session was no longer a
short-lived occasion for delegates to appear to be busy for only ten days
and idle for the rest of the year. In stead, NPC delegates need to be
informed of state issues all year round in order to present some
effective proposals.
Meanwhile, CPPCC members are also more critical to social unfairness and
refuse to be a mediocre politician who is satisfied with doing nothing
wrong but nothing good.
Some people couldn't help asking, while the NPC and CPPCC annual session
is established as a mechanism for delegates to supervise state affairs,
who will supervise these delegates' work after the session closes?

March 11 - The Chinese capital will strive to limit its mounting
population within 18 million by 2020, a senior municipal official has
said on the sideline of the ongoing annual session of China's legislature.
The target on population control was made in line with the overall layout
for the city's economic and social development, said Qiang Wei, a deputy
to the National People's Congress, and deputy secretary of the Beijing
Municipal Committee of the Communist Party of China.
Beijing had more than 15 million residents at the end of 2005, including
11 million permanent residents -- or holders of the city's "hukou" (a
permanent household registration certificate), and at least 4 million
migrants, according to official statistics.
Migrant people, especially surplus rural laborers who have taken up
non-agricultural jobs in the city, have forcefully contributed to the
population explosion in recent years.
The municipal government plans to restrain population growth through
economic methods, such as economic restructuring and proper
administration of rental accommodations.
The current regulations on rental accommodations will be revised this
year, according to Qiang.
He called on the migrant people to apply for temporary residential cards,
a mechanism facilitating the municipal authorities to better manage the
floating population.
Qiang vowed to offer better services to migrant people rather than simply
confine them, saying holders of these cards will receive better services
in children's education, health care, vehicle purchase, and family
planning in the future.
A new government organ will be set up for the administration of migrant
people, which on the other hand takes charge of the city's overall
development and the distribution of urban resources, the official said.

15 female cadres and trainers from the Armed Police Force Shijiazhuang
Commanding School were invited to attend the event aiming to celebrate
the Women's Day in a primary school in Shijiazhuang on Mar. 6th. Female
